Medium and long-term sustainability of the project is ensured by its adherence to the priorities and the needs of the Republic of Lebanon, stated in the “Single Support Framework for EU support to Lebanon (2017-2020)”.
The twinning project specifically corresponds to the needs identified with respect to the EU “acquis” and oversight capability. The project actions address the common obligations of the aviation field, so their completion leads to a structured, efficient and sustainable safety and security oversight system in line with the EU standards.
Furthermore it improves the efficiency of the DGCA, facilitating the development of a safe and competitive Lebanese air transport market.
The systems that will be established, along with the set of regulations, documents and plans that will be developed, and the results achieved during the project, will remain at the DGCA and will serve to support the continuous growth after project completion, allowing also subsequent dissemination and consolidation by the DGCA itself.
An effective DGCA organization and the need of Lebanese civil aviation to grow in line with international standards will protect from dissipation of the achieved results.
This growth should be also powered by the motivation towards the continuous improvement which the DGCA staff is expected to develop during the activities.
The tangible impact will be characterized by:
- fine tuning or development of aviation legislation in line with EU acquis,
- consolidation and extension of Lebanese set of policies and plans,
- improvement of institutional, legal, organizational, supervisory and oversight capacity of Lebanese in line with EU practices,
- continued training and qualification of the staff,
- reduction in number of complaints and findings,
- enhanced market regulations and services.
Consequent catalytic effects are foreseen in other sectors linked with civil aviation because the alignment with the EU acquis will contribute to speed up the cooperation between EU and Lebanon.
